I would appreciate some help on the correct procedure to follow when designing a part to be used in an existing assembly.  The assembly is (read-only).  How should I proceed?  I've been out of work for 10 months and would like some feedback as I'm about to take an assessment test in the next couple of days.

Sounds like a trick question.  How can you design in the context of the assembly if you cannot save it?  

Open the assembly and selct Assdemblies -  components - create new.
Select any objects you want to copy to the new component or just click OK

Then enter the name for the new part file

Start creating the model.  You can reference the other components and extract curves/edges into your part.

Save your work part.  It will be a component of the assembly but if you can't save the assembly then it is just a single part file.

Are you asking about Design Context or design in context?

Design Context is a toolset in Teamcenter that GM (and others)uses to design in context of a vehicle structure known as the VAS. This structure is readonly to most users. As a designer, you create an Installation Assembly (IA) that is placed in the VAS structure by a VAS administrator. You have write access to this IA and you can design/position your components in the context of the vehicle you are working on. This guarantees that you are designing with the latest and greatest background parts (your part is not in my part's space, because you see what and where mine is at all times). Hence, you are designing in context of the vehicle using a tool called Design Context. Let me know if you have any more questions

You may be able to create another assembly that only contains the parts that you want to design in context to that you own. of done similar things on Pro/E where I'm only looking at the relationships between a few parts within a larger subassembly.

You can also make the part you are designiing the work part and save it only and not the top level assembly.
