Let us say an edge beam is 9" wide, and supports a 4 1/2"
wall.The beam has load P and moment M.
Eccentricity on column due to beam load e = M / P.
Now what about additional eccentricity on column due to loading.
Is it distance between centre line of column and centre line of beam.
Or between centre line of column and centreline of wall load on beam.

I would figure the torsion in the beam due to the eccentric transverse load and put that into the column. To that I would add the additional moment due to the eccentricity of the beam reaction forces.
bottom line, you can do it either way. You need to choose which way makes the most sense to you and is easiest to track and remember in a year. It's just static moment equilibrium so you'll get the same answer.
