Is there any way to have a leader from both sides of a note.

And why are leaders limited to 7.

Not the way you want to.  I'd just lay 2 annotations with leaders at opposite ends on top of one another.  I asked for UGS to add the same thing about a month ago.  I wouldn't hold my breath that UGS adds it anytime soon.

I couldn't tell you why leaders are limited to 7 though.  Off the top of my head, it's probably due to a drafting standard.

Yes,

And I don't care what UG thinks but 7 is lackluster and I know Pro/E can do 50-100 or more.

To do what you'd like you need to use the origin tool and choose associative and what side you want to place it on and do offset by coordinates or just create a blank note to attach the other leader.
