I am Civil engineer from Portugal, and I need to study water behavior in elevate water tanks under seismic action.
I am using three dimensional nonlinear  static pushover analysis and I have serious doubts how i should model the water. Has anyone can help me ?

You might want to use the provisons of ACI 350.3-01 Seismic Design of Liquid Containing Structures and Commentary.  It defines the seismic response of the water using the impulsive and convective analysis.  Also you might to check the AWWA specifications for elevated tanks.
