Grossly insufficient information. Supply specific information as to your needs or refer to standard textbooks for general information.

If you are talking about standard garden variety HVAC cooling loads you can get the E-20 program from Carrier,  Trane has similar products.  

It sounds like you want to do energy analysis of buildings, for that you need a more advanced program, Carrier HAP  (hourly analysis program) will do the trick.

For simple studies hand calculations using temperature bins can be used.  If you are in a major metropolitan area Air Force weather data is available.
