Can we pass thruogh freon pipes of cooling cabinets through an electric system room?

Probably not a good idea as the rerigerant pipes will condense water from the air which will drip on the electrical gear.

'Blues, is your question whether the Codes preclude running freon lines through an electrical room?

The codes don't allow running water over gear, with some exceptions.  Condensation would be easily dealt with by proper insulation and/or drip trays.  But in general, you aren't supposed to run services not related to the electrical gear through the room.

The electrical code designates the space above electrical equipment as dedicated space where no pipes or ducts are allowed.  You may convince the electrical inspector to allow such pipes if a drip pan was installed underneath.

check w/ your elec engineer with nec for clearances required for their gear

personally, i would not run it over electrical gear
