Anyone know of any documentation on the performance of shotcrete construction joints both using and not using waterstops of any kind? I am aware of shotcrete's exceptional bonding at those surfaces, and the lack of needing waterstops for that very reason, but without any documentaiton, its hard to sell the point. Any help?

but from what I gathered from reading though it, shotcrete is just concrete installed in a different way.  If you would have needed waterstops if it was cast in place, then you would need waterstops for shotcrete.

waterstops are generally installed at control or construction joints which may be required regardless of the type of concret (shotcrete or cast in place)

I think that the answer to the OP is that using shotcrete does not preclude the use of waterstops and if preventing all seepage is such a concern that waterstops would be necessary, than shotcrete may not be the perfect material to use in that application.  Question 16 really does not address the suitability of shotcrete placement around waterstops, only that it has been done.  There is no qualitative discussion of the performance of this application given by ASA.
