Are there any restrictions for welding a flush patch in a NEW API 650 tank provided 100% RT is performed. (Additional Reinforcement, Lowest course, etc.)

Although using a flush patch is sometimes needed during new tank construction, it is not specifically addressed in API-650.  So, you are at the point where you and you client must agree on what to do.  Your comment about using a flush patch, full penetration and full RT sounds like a reasonable approach.  Remember to use a proper WPS/PQR for the material.  I'd recommend same as used for shell verts seams.  MT or PT of final surfaces would be appropriate too.  API-653 should not be used for new tank construction, but it does have a good guideline for minimum size flush patches, corner radii and weld spacing.
