In the IRC2003 it states in R403.1.3
"In Seismic Design Categories D1 and D2 masonry stem wall without solid grout and vertical reinforcing shall not be permitted."
Does this mean solid grout in the reinforcing cells or do the walls have to be grouted solid completely (regardless of the reinforcement spacing)?

Any insight appreciated...

My understanding is that "solid grouted" means every cell is grouted, "partially grouted" means only the reinforced cells are grouted, and "ungrouted" not at all.
