We've got a rush job and need some X60 Grade pipe w/1.00" wall. Our client has located some russian smls 1.00" wall pipe stamped X42/A106B/A53B.
The MTR shows a YS of 61 ksi and an UTS of 80 ksi. The supplier is telling our client the pipe is X60 which was simply stamped X42. Our client is asking our opinion on whether or not to purchase. We've said no, but they are in a jamb. Is there anything that can be done inspection-wise to re-certify the pipe? Can the mill issue some paperwork in that regard? Anyone have experience in this area?

US Regulations, CFR 49 part 192 & 195 (they are on the web)have guidance on classifying pipe at various yields which may give you some ideas. In some cases it will even allow uncertified pipe to be used, but at very low hoop stresses.

I have had this done more than once, but not from a Russian manufacturer.
