What is the overiding factor between Material Test Reports and stamping of Flanges. It the flange MTR says the Yield Strength is 49,000 of that particular Flange but the Flange is stamped as Grade B (which is 35,000), what can you go by? I can not find any specs on this information.

I have seen this before, the stamping governs.

A stamping indicating that it meets Grade B requirements including a Specified Minimum Yield Strength of 35 ksi does not mean that the MTR indicating a tested yield strength of 49 ksi is wrong. By definition the MTR's must exceed the specified minimums, both on yield and tensile. I've observed that they tend to way overshoot SMYS and get just a bit over SMUT.

As far as "what do you go by" that's pretty simple: You go by the material grade, not tested values unless you are playing in Fitness For Service land. Imagine the problems industry wide if everyone used MTR values and tried to adjust their allowable stresses accordingly for all of the forgings, pipe, and plate they are using for vessels and piping. Go back and evaluate a 30 year old installation and try to find their MTR's and their philosophy on adjusting allowable stresses. Not gonna happen.
