I am installing a CPVC system and my concern wants my crew to be certified to asme B31.3
Where do i get thi information and who does the certifying?

Hi pvcman.  There is a national board in the US for the ASME Boiler and Pressure Vessel code, and manufacturers are certified by that board to put the ASME stamp on pressure vessels, but there is no equivalent board for piping.  

In the opening of the code, Chapter 1, Scope and Definitions, Chapter 300 (General Statements), Para. 300(b)(1) under "Responsibilities" it states:

(1) Owner.  The owner of a piping installation shall have overall responsibility for compliance with this Code, and for establishing the requirements for design, construction, examination, inspection, and testing wich will govern the entire fluid handling or process installation of which the piping is a part.
It goes on to designate what function is responsible for the creation of various parts of the piping system.  

It is the owner's responsibility to comply with ASME B31.3 piping code.  That isn't to say such responsibility can be taken lightly.  There can be legal reprocussions if the code is not followed.  The code gives the owner something to back them up in case of incidents which proves they created a fluid handling system responsibly.  Knowing how to apply it and document things is important to any piping project.

ASME B31.3, Section A328 provides all requirements for qualifying bonders and bonding procedures. Per A328.2.4, "The employer shall maintain a self-certified record available to the owner or owner's agent and to the Inspector, of the BPS used and the bonders or bonding operators..,"
