I have existing 24 inch deep steel joist spanning 40 feet. At one end, for about twelve feet I need to reduce the depth to 12 inches. Any ideas.

The shortened joist's web members need to be looked at in that some of those web members may have stress reversals from the original design.

When you shorten a joist span, you have the potential to create a larger shear at the new end from what it was originally designed for. Simply construct an "original" shear diagram and superimpose it over your new shear diagram to check if you are ok.
