Situation:
Designing small community water system (20 homes), with an additional "community center" (gymnasium, offices, day care facility).

The community center is being designed by someone else, and will be sprinklered as necessary.  We won’t be responsible for doing this part of the design.

Designing the community water system, where would I start to figure out the flow, pressure, and storage necessary for the community center building?

I’ve looked at several water system textbooks, and NFPA 1142.  I found many references to the Fire Suppression Rating Schedule, but I don’t have a copy of it.  

I think the specification which the community water system will have to satisfy would be the one dictated to the community by their insurer.  Is that correct?

For the sprinklered building it is sprinkler flow, hose times duration. Most likely sprinklers are .10/1500 = 150 gpm, plus 100 gpm for hose= 250 gpm for 30 minutes = 7500 gallons.

For non-sprinklered buildings I would use the iso link above to calculate required flow.

Also check with the local Fire Department, they may have minimum flows. Some model codes also have requirements for minimum fire flows.
