I'm tring to make a new Navigator in Resource Bar.
Using it, I will control some feature or UDO.
Although I've reviewed MenuScript Manual and Open reference, I could not fine the way to make it.

If anyone knows how to make a new navigator or customize a palette that performs those functions, please let me know.

Without some extensive programming that would include a lot of Microsoft Foundation stuff, I'm not sure one could ADD a 'Navigator' type palette to the resource bar.  We provide a means to add palettes, but these are defined using XML files, but their presentation is limited to various listing type options, like names, thumbnails, icons, etc, sort of like a simple Explorer window, but nothing that would provide a heirarchy which is what navigators are good at.

I don't care if it's not a sort of palette or not. Actually What I want to make is 'Navigator' type something which has various columns and user defined format. Additionally it should be hidded when it's not used as same as resource bar is.
Microsoft Foundation stuff being needed, it's not a problem to me. But one thing that I really want to know is how to connect it to NX Resource Bar.

What additional columns are you thinking of adding? Maybe providing a way to add these to the existing navigator would be better. As for control of UDO data, that sounds like it would be feature control. So create a custom feature and have the UDO data you want to control in that dialog.
