I have tried creating different planes via the pick a line and point. But when I insert a sketch (or just click the plane then normal to) the axis are all wrong. Then I did the ctrl copy of the top sketch thinking since it is the correct orientation I could edited the new plane and change it with the parallel to top plane and thru a point option. Viola, it changed the orientation so that a "normal" is opposite to the top plane. What in the world is going on? I just need to create a bunch of planes parallel to the top plane that intersect at certain points to my 3D sketch with the same orientation as my top plane.

If you are using the standard Instert/reference geometry/plane and reference at a point and just not getting the normal to results you want, click the normal to choice again.  The first normal to brings you to the "positive" side of the plane, the second activation of the tool takes you to the "negative" side.  Or are you using the plane withtin the 3d sketch function and not getting the results you want?

Yes I am using the Insert/reference geometry/plane. I have to create and use many Global XZ planes (Top planes)at different Y locations and I want the same orientation as the top plane (Default XZ where Global X+ is X+ on the sketch).

What determines the orientation when you create a new sketch?

Another way to explain it is that I want a bunch of different Top planes in the same orientation as the orginal top plane (Top view is X+ to the right), but each on a specific global Y that intersects with a 3D sketch.

This is a known issue.  "Origin is inverted when plane is created parallel to top plane".  If you contact your VAR they can give you the SPR number and add you to the list.
