Check your local regulations, which should have specifics.  But beware, this is generally a complex task that shouldn't be attempted without prior experience.

How do you model 3 detention basins in series?
I want to simulate inflows from a wartershed into the first basin, allow some infiltration to occur, use a weir to route the excess flows 100 ft in a wash to the next detention pond, route the excess flows into a wash to the final detention pond, and release the final suppressed peak with a weir to the historic channel. The detention basins will serve as parks when not in use. In Arizona, flooding usually occurs only in the Summer.

queque - The basic setup is just three ponds, routed one to the next, including the components you mentioned.  It's pretty straight forward.
