Does anybody have any rough values for the friction co-efficient between a painted floor and a steel plate, or website that may have this sort of data.

Maybe try the manufacturer... due to the types of finished and hardness of paints I would think it would vary considerably.  Also the type of material may act like an adhesive.

If there is no water, oil, or other substance between the paint and steel, then the friction coefficient should be between 0.2 and 0.5.

You can do a quick test by placing an object on a flat surface, then tilting the surface until the object slides.  Set up a free-body diagram for the object, and you can solve for the coefficient of friction as a funtion of angle.  So all you have to do is measure the angle.

This assumes coefficient of friction is independent of contact pressure, as in the classical assumption.

You would be better to test it yourself. As JStephen says a simple slope will do. The coefficient is tan(theta) if my memory serves me well. Using Corpad's figures would be foolish if there was no reliable reference to back it up. Sorry.
