What is your opinion regarding the requirement of UG-45 (Min. nozzle neck thickness) calculations for manways?

Are such calculations mandatory even for manways?

UG-45(a) applies to "nozzle neck or other connection, including access openings and openings for inspection".

UG-45(b) applies to "nozzle neck or other connection, except for access openings and openings for inspection only".

Thus UG-45(a) applies to all such connections, but UG-45(a) appplies only to "process-type" connections, not to "access" openings.
