Is it allowable to use the symmetry restraint when a shell shares the same plane as the plane of symmetry (ie. if the shell were solid it would be cut in half)?  If it is possible, do you need to half the thickness of the shell (as you would if it were solid)?

Yes. As you say the plane of symmetry cuts it in half so half the thickness applies. Note that as it is on the plane of symmetry no bending will apply, only in-plane membrane stresses. As the forces on the plane of symmetry are halved, and act on half the thickness then the stress calculated is the same as if you had modelled the complete structure with the correct thickness.
