Have any states adopted IBC 2006 yet?

Pima County (southeast Arizona) has adoped the 2006 IBC as on 1 Jan 07.  I do not know about the rest of the state.

Ohio had public hearings on adopting the 2006 IBC last November and I think adoption will be this spring.

Philadelphia has adopted IBC 2006, but I am not sure about the rest of Pennsylvania.

Does IBC2006 still permit allowable stress design per AISC 9th Ed?

My understanding is that IBC 2006 DOES NOT recongnize ASD 9th edition.

I was hoping that the old ASD and the new ASD would overlap for at least one code cycle.
