I can obtain 3" thick concrete faced insulation for $0.75 a square foot.  It is the t&G style.  The concrete is 1/2" thick.

Any thoughts if this stuff would make a good sidewalk psth?

Or other thoughts if it could be used for walls of a garage?

Absolutely would not make a good (or even poor) sidewalk path. Very questionable impact resistance and resistance to punctures/concentrated loads.

As an exterior siding, it is possible depending on the concrete and insulation(and structural) properties and type of insulation. Often you can get away with many different materials hung on a building. How do you propose to attach it, seal joints and handle moisture?

Make sure you have some documentation on the weathering and durability properties. It is hard to imagine a reasonably priced method to attach concrete to a foam with any amount of durability.

Sounds too cheap for a material cost no matter what country you are in.

The insulation should be Type 4, extruded polystyrene if it is to be in contact with soil and it should be protected from exposure to UV from the sun.  1/2" conc as CM noted above is too thin...
