Specifically, what equipment will be tested ?

There are industry-sanctioned performance tests developed by various industry groups, for example:

Boilers  -  ASME performance test Code
Cooling Towers  -  Cooling Tower institute
Pumps  -  Hydraulic instritute/Pump vendors
Deaerators  -  ASME Performance Test code

etc
