What method should I use to in-line detect 10 ppm level of oil in my sewer effluent into open water? As usual space (resting time) is limited, so layer detection is not appropriate. On detection I would close the discharge valve.

Depending on what kind of oil you have there are some online slipstream monitors that will detected non animal product FOG's like petroleum oils.

Have you considered an oil water seperator?
