Parameter synchronize problem

I have the main product with subproducts A and B.
Inside product A, when I change the parameter in one part other parts that use the same parameter turn red, I have to change into assembly and do the update... which is normal.
Now, I switch inside product B and again mofify the parameter, the parts that should turn red because they need update don't do it... I have to open the part, manually synchronize the parameter and update.
Note that I have active following options:
- keep link with selected object
- synchronize all external references for update
What could be the problem?

(when you look at the main product tree, do all the parts have yellow gear icons? I suspect that some parts have icon with green or brown gears)

At the product level not, because we are still on R14... but on the part level some are published some not
Should I go back and publish all unplished parameters.
I have today opened backup version from two weeks ago, and there is working fine.

What is the hold up on moving to R16?

There's no hold up, it's scheduled for the end of January.
I didn't published the parameters for the parts that I know will not be changed (replaced) I was more focused on the metodology how to put everything together... as you know it's my first die, mistakes allowed
