I would like the rules for determning the position of the FE in both fluid and gas lines - should it be before or after the Control Valve.

Typically the flow meter is before the control valve.

Three possible reasons for doing so, are:
(a) for liquids, there may be some vaporization after the valve,  

(b) the straight run requirements after the flow meter is typically less than before it,

(c) for gases, the pressure upstream is often (but not always) more constant that downstream (making readings more accurate).
