You need IBC.  Also call the building official and ask what the wind speed and category.  IBC will explain everything.

What is it listed under in the IBC? Maybe I can find it in the IRC.

Uplift is calculated via formulas spelled out in the Wind sections of IBC/IRC/ or ASCE 7. Short of doing the math for you, you should have all you need except for what COEngineer mentioned.
