By thru-bolt I mean a threaded rod that is fastened with a nut and washer placed on the outside face of a cmu block, not embedded within cells. The rod resists tension.  My opinion is that this equation (which the commentary states is based on test to failure of the anchor steel for an embedded item) does not apply since the anchor is not really "embedded".  The question comes up because if eqtn 2-2 does apply, it greatly reduced the allowable capacity of the connection in tension. (Eqtn 2-1 still applies, imho).
