As part of my job I need to estimate piping materials and installation costs. However, before my boss will approve the cost of $137 for a 2007 Means book, he wants to know how it compares with other estimation books. I was forced to admit that I don't know any other estimation data sources that can be used for chemical plant piping design. Do any of y'all know a better way than Means?

I like the pricing booklet (Prijzenboekje) of the Dutch Association of Cost Engineers. It is easily understandable since it contains a Dutch - English (and vice versa) dictionary of tecnical expressions.

You may try Piping Estimate Manual by Herkimer. It is a very comprehensive reference on piping estimations.
