Hi,
ASME Section VIII Div.1 Fig.UCS-66 (g)(3) states that
"Normalized rolling condition is not considered as being equivalent to normalizing"
Does it mean that if heads formed in normalizing temperature, can not be assumed as normalized.

Yes, you are correct. Normalizing is a separate heat treatment operation.

If you are having heads made see SA-20(6.4).
Think I would get more info. Perhaps the item is formed at normalizing temp. and then held there for a time after forming. Would this be the correct end result?

Normalizing heat treatment occurs when the material is heated about 100 deg F above the upper critical (AC3) transformation temperature ( assuring 100% austenitizing treatment) and held for a specific period of time and cooled or liquid quenched, if necessary.
