I have been asked what the difference in construction and dimensions are between anti-static and anti-foaming nozzles. I gave a quick look to ASME PV Code, Section VIII but did not see any information. Is there a source to find this info? Did I miss it in the code? Do the dimensions differ relative to the size of the nozzle?

That is a process design issue
You won't find it in ASME VIII

I wonder if you are talking about a vortex breaker.  A series of different shapped pieces fabricated and placed in nozzels to stop or increase spining at nozzels on vessels.

I've only been given the two terms: anti-static and anti-foaming. Typically, the anti-static is a nozzle hat portrudes thru the top dish and is angled toward the side wall at 45 degrees and is about 3/4" away. I'm not sure how anti-foaming would be configured.
