Both print and CD-ROM versions of the manual are available from FEMA, at no cost, by mail. However, to my knowledge, it cannot be downloaded from the internet... until now.

To allow more timely access to the CD-ROM version, I have created an image file (.iso) of the CD-ROM.  This image has been compressed (.zip file) for faster downloading. Using CD burning software, the entire CD can be recreated. Since this is an exact image, the CD will have the same "quirks" as the original - such as slow to start when inserted into the CD tray and frequently sugesting that you install a now outdated version of Adobe Reader. It will take a while to download the zipped package; it is about 178 megabytes. Here is the link
