I am working on a sanitary sewer replacement project that will predominantly use 18" RCP.  The permitting agency requires all drops to be external and the drops must be made out of DI or PVC.  Does anyone have any ideas on how to transition from the RCP to either DI or PVC?

poured in place reinforced concrete collar is the typical way this is handled (at least for storm drainage)

If the concrete pipe is steel cylinder and steel end-ring type, it may be possible to have a basically impermeable gasketed connector fabricated to connect the pipes (might consult with the specific ductile etc. and concrete pipe supplier in this regard).  In this case it would of course be necessary to provide some dimensional details of the pipe joints or ends etc. as involved on each side to the party that actually designs/fabricates the connector involved.

plumbingproducts.com has flexible connectors (secured with stainless steel clamps) that can provide the connections you need.  The riser should be encased in concrete for structural purposes.

Outside drops, specifically the elbow, will be affected by the sewer dropping whatever distance the engineer specified onto it (insert impulse momentum theory here).  This will stress the joint and also tend to pull it away from the manhole.  In my opinion, the entire outside drop should be encased in concrete (6" min).

I hope the site is where I design pipe lining. 10 years from now we would be able to do a rehab job there. RCP is attacked by sewage. when you drop sewage into MH's you release even more H2S to increase the rate of corrosion. I'd look at a different material for the pipe.
