I am trying to determine if ASTM 516-70 is an acceptable option for a dehydration vessel used for ethanol vapor drying at the following conditions:

Temp = 300 F
Pressure = 45 PSI
pH = 5.5

Previous construction has used ASTM 515-70.  

Thanks for any help you can provide.

Based on the information you provided, the ASME SA 516 Grade 70 plate would be an acceptable alternative. In fact, the SA 516 Grade 70 steel plate can be produced in hydrogen induced cracking (HIC) resistant grades. In comparison, ASME SA 515 Grade 70 plate seemed to be a workhorse plate material that was designed for elevated temperature service.

I also agree with metengr.   In addition, please confirm the MDMT (minimum design metal temperature) with the impact test if need.

does dehydration vessel mean Dehydration Reactor?

If dehydration vessel is dehydration Reactor, you must consider the regeneration temperature for materials selection.
