In Calif, to design a TS col. with vert and lat loads, I have used 100% gravity load and 25% lateral load (applied to top of col at 9 ft), say for a cabana col w/ no rotation, in two directions, taking increased lat load from corresp. cos. of angle, than increasing by 1.33 for sies. to get a simplified uplift on anchor bolts (usually a 12X12X1/2 plate w/ 4-5/8" dia bolts) to take almost any load. based on 38 psf DL+LL and trib of 400 s.f. trib, Is this adequate? venturi and wind uplift neglected due to proximity to main structure.

Use the load combinations per code.  I imagine that using 100% of the lateral load would create a greater anchor uplift than gravity load with p delta plus 25% live load.
