Forebay into Water Quality Pond into Infiltration

(OP)
In a series of ponds, I have 3 ponds in series, seperated by low berms.  In small rain events, the forebay will capture the sediment and will infiltrate.  Under larger events, it flows through a rock channel into the Water Quality basin which is seperated by another berm to an infiltration basin.
During, larger rainfalls, the 3 basins will overtop the berms and be one large basin.

Question: I tried to embed the forebay and infiltration into the Water Quality basin, but that doesn't model the "flow thru effect" that I need.
What is the best way to model this?

When you say you tried to "embed the forebay and infiltration into the Water Quality basin", I assume you are modeling them as a single pond?

That should be fine. I assume you have an "exfiltration" outlet routed to discarded, and a weir for the overflow berm.
