I need to make some cutouts in a part within an assy, but the sketch don't snap to underlying parts. What am I doing wrong?

Hi,

assuming that the cutout should be of type 'Create Assmbly features'
then, after selecting the plane and entering sketch mode you have
the follwoing choices:

- include edges with the 'Include' function (located on toolbar)
  and then continue as usual
  
- dimension you sketch to edges of the underlying part. To do
  that make sure the option 'Peer edge locate' is activated
  You'll find it within Main bar it's the third icon left of the
  toggle switch for 'Grid'
  When this is activated you can dimension to the part's edges
