The derating factor should be applied to the system pressure rating.  So if your maximum rated system pressure is 150 psi (use lowest rated component for rating),and your derating factor is .70, you maximum system pressure at temperature is 150x.70=105 psi.  See www.nibco.com  They have a pretty good tech manual for plastics that should help you
