I am curious about :

1. Thin wall pipe means D/t>100 ? t is calculated excluding all the allowances?

2. What is the the physics  requiring clamp with thin wall ?

t is the pipe's nominal wall thickness.  D is the O.D.  There are usually no adjustments either way, unless you're using a British design code or something, so check to see what your code requires.

Apparently they do not want possibly concentrated stresses transmitted from supports directly into the pipe wall.  

Some codes (pipeline) where thinner pipe wall thickness are common, do not allow welding of any shoes or supports directly to the pipe.
