Preserve Numbering in a Word file

I have the following problem:
I present a Numbering topic in a technical paper like this:
I
I.1
I.1.1
....
III
III.1
III.2
......
V
When I edit and change some settings with "Bullets & Numbering" features, that changes are not preserve, and for example, chapter III look like:
III
III.1
but for next I found
I.1
Edit & change again, but this change is not saved!?!
What can I do?

okay lets say that you have a list
1 blah blah blah
1.1 blah blah blah
1.2 blah blah blah
1.3 blah blah blah
Then you type a paragraph in the middle like this here to expound upon something pertinent. When you start your list again you get something like this?
1 blah blah blah
1.1 blah blah blah
1.2 blah blah blah
Is this what is happening to you?
If so, when you create the list below the paragraph you can right click on the numbered line and select "bullets and numbering"
Under the area where you can select the style of numbering there are two little radio buttons under the heading of "list numbering" Make sure that you have the "continue from previous list" selected.
If you are editing already existing numbering lists, highlight all of the list items that are out of sequence,(you may have to do this in blocks if you have un-numbered paragraphs in the middle of sebsequent lists) right click/bullets and numbering, then make the selection of continue from previous list.
This should cure your problem if I understand it right :) If I missed the point please let me know and I can work it out with you. I make a lot of these kinds of lists for implementation plans for the consulting I do

It seems that my problem was because I have cross-linked some paragraphs such:
From
I
I.1
I.2
I.3
I have Copy something (e.g. I.2) to III between III.1 and III.3 end edit for change, including numbering (e.g. I.2 to III.2).
My solution to keep the setting (after save & exit) was to remove all numbering and numbering again.

Also you will discover that the increase/decrease indent command can be useful in these layouts.
At the end of a paragraph if you hit return it will start another numbered paragraph. If you hit return again it will stop using the numbering. Right click on the header and you can modify it or change the indent. Changing indent will shift it up or down your hierarchy.
Eventually I just typed in the text and went back and renumbered it my self.
