I have a question regarding WPS/PQR's developed by one contractor under API 1104.  Can the client provide the PQR's to another contractor working for them (a separate contract and project) without any permissions from the contractor who developed them?

Obviously the contractor that developed them was paid for them so in essence the client has paid for them.

In case you are wondering, they are trying to compress the schedule wherever possible and would like to eliminate the need to do new PQR's by contractor B.  A further clarification, it is the same line pipe, from the same mill (from a stockpile).

So again, can these PQR's be "assigned" without permission from the contractor that performed them?  Apart from personal opinions, are there any code references that anyone is aware of that would apply?

QW-103 in ASME IX appears to answer this question with a "no".

Each manufacturer or contractor is responsible for the welding done by his organization and shall conduct tests required in this Section to qualify the welding procedures he uses in the construction of the weldments built under this Code, and the performance of welders and welding operators who apply these procedures.

It also states in the QW-103.2 that the records shall be maintained by the manufacturer.

You could use the "proven" procedures to run another duplicate set and thereby eliminate any guess work. My opinion is that the new contractor would have to re-qualify a WPS.

I suppose that would depend on the circumstances.  In tank and vessel work, the wps/pqr's are developed by the contractor, but normally the same ones are used for a wide range of work, not just for a specific job, and they normally aren't priced out per job.

You might ponder the question of who is held responsible if any problems come up.
