Is it possible to create a 'Stand Alone Part/Assembly' from a Part/Assembly with configurations without having to delete all of the configurations from the new file...

Doing a Save As replicates the original file complete with configurations.

Note: SolidWorks 2005

Well, you could do a Save As and select parasolid, but that will give you a dumb solid only.

If it's an assembly, you can Save As a Part file (.sldprt) instead of an assembly, and that may do what you need.

Not sure if I understand the question completely, but give the "saveconfigurations" macro from Cadimensions a try:

Allows you to save each configuration of the active SolidWorks part document to its own SolidWorks part document. The resulting files get saved to the same directory where the original SolidWorks part document resides.
