It would be more helpful to clarify what exactly you are looking for. Asking a broad question only leads to a wild goose chase.

What is "perfrom MV cable section"? What exactly do you want to do? Title of your questions says "calculation", for what?

actually i want to make a program that calculate and i hope enrich it step by step.

Siemens Power Cables and their Application, Part 1, 1990

Don't forget IEC 60287.

It'll cost, but if its not a homework assignment, itll be worth the money.
