When designing a PV fabrication shop, what should be considered? We are intend to fabricate both SS and CS vessel. Should the SS workshop be completely isolated from CS one? What is the requirement of NDE section?

no requirement but contamination exist, if you have a chance of separating will be great to get cleanesness.
my fab shop does not require separation but there we are covering materials and jobs to avoid contamination.
consult your NDE service for further advise.

Are you designing a PV fabrication shop from scratch or re-modeling or designing a new facility for an existing shop? Understanding PV fabrication in terms of optimizing flow of work on critical pieces of equipment is critical to avoid bottlenecks. Understanding welding needs, material inventory, equipment storage, heat treating (in-house), office space, crane capacity...... the list goes on.

Nondestructive Examination (NDE) can be outsourced or in-house. The biggest effect for NDE is to decide if you want to have radiographic testing capability in-house. This is a financial decision.

I would segregate stainless steel fabrication from carbon and low alloy steel PV fabrication to avoid material mix-up and cross contamination problems with welding/cleaning.

A consideration for the future- beyond CS and SS: My previous company also did a study of welding more 'exotic' metals, e.g. titanium, tantulum, etc. For this you need a cleam room design, and we did have some priblems locating a space for it. But it was a no go due to low volume of jobs, unfortunately.
