I am a UK Electrical Engineer and a full member of th IEE (Institute of Electrical Engineers) now known as the IET (Institute of Engineering Technology).

I am working on a project in Antigua and find some terminology hard to understand. For example what does Rough in mean when associated with an electrical instalation.

"Rough in" means that conduit (if required) has been installed, wires and cables have been pulled and junction and device boxes are in place, but no switches, receptacles, lights or other devices have been installed.

Since it's a loosely used term, it means slightly different things to tradesmen, supervision, inspection, and client.

To a tradesman and inspector - installation of all items which will be embedded (fixed)in walls and other durable portions of a structure; items that cannot be repaired or removed without damage to finished surfaces. Upon completon of "rough-in" an area is "ready for cover" and concrete may be poured, walls and ceilings panelled and/or fireproofed, etc..  This term is used by plumbers also.

Many electricians preffer to NOT pull wiring into raceways until after cover is in place, rather than have an errant nail or screw possibly penetrate a raceway and go undetected until power is applied, often after finishes also have been installed and opening up a wall is awfull project.  Plumbers will pressure test their work before approved for cover.
