Any suggestion for finding operation/maintenance manuals for  old Kelman and ITE,  medium voltage oil circuit breakers?  Mostly circa 1950-1970

For ITE, you should try ABB.  I believe they ended up with this product line.  

As for Kelman, I have no idea.

Actually it would be Siemens, at least the ITE line of low voltage equipment made its way to Siemens.

Agree on the low voltage gear, but I believe the high voltage side went first to Westinghouse, then ABB.  

Check with ABB Power T&D Services.

Thanks for the suggestions. I have a call in to ABB.

The Kelman breakers are original, and have never been retrofitted. (alot of the breakers from that era have been). I'm going to start calling some other utility's that might have these CB's still in service.
