I am working with some EPCRA reporting and have some questions.  For one, if a powerplant uses coal as fuel (and stores more than 10,000# onsite) is that reportable under EPCRA (sec 311)?  I found an MSDS that states it is not hazardous for EPCRA, but other sources I run across say it is hazardous because it creates coal dust.

Another question is whether fly ash from combustion is reportable (sec 311)...I can't find an MSDS that lists the regulatory details.

Yet a third question relates to Sulfuric Acid under section 303.  If the facility has 1000# of 30% sulfuric acid, does that only count as 300# of sulfuric acid?  Technically, that 300# is really SO2, not sulfuric acid.

Yes, yes and no (the total volume of the diluted acid).
