Looking to find out what it takes to get a welder qualified to D1.1.

If you just mean how to test, read section 4- Qualification in the latest version of D1.1/D1.1M.

If the welder has limited experience, I would first employ the services of an AWS-certified welding educator to make sure the welder really knows how to weld.

The automotive sector is sometimes less stringent than other industries so I would consider the above as a minimum.

Assuming you have a competent welder, there are testing facilities in many areas that can assist you.
