Can materials 182 F1 and 182 F11 be joined by welding?
And which type of electrode must be used?

Yes, they can be joined by welding. F1 is carbon-moly steel, while F11 is a Cr-Mo low alloy steel (1.25% Cr- 1/2% Mo).

You have various options for filler metal selection; either E70 or E80 series weld rod to match either base metal. The requirements for preheat and post heat should be dictated by the higher alloy base metal, in this case F11.

Is this pipe welding? I used to work with GTAW (ER80S-G) for root pass and SMAW (E7016-A1) for remaining passes. Preheat and PWHT is necessary. MT after PWHT is recommended. Hardness should be in the range 120 to 225 HB.

PWHT is not an absolute. I believe the wall thickness drives the requirements for PWHT (in excess of 1/2" in most Piping Code applications with preheat applied).
