I would like to create an obround punch with a Work Plane (or a Thin Feature)running down the center of the slot.  This is so I can constrain my parts using that Work Plane in the slot and the axis of the bolt.  

Can this be done?

Let me re-word this a little, in case it wasn't clear.

I would like to create an obround punch that includes a Work Plane (or a Thin Feature) running down the center of the obround. This is so I can constrain my parts using that Work Plane in the obround and the axis of the bolt.

It would be better to create the obround symetric with the origin axis and use them for constraining. That way IV doesn't need to recalculate anything when you change sizes.

There is a cute little Macro for Obround on Kent's site (probably about 2/3 down) That should be very helpful too. http://www.kwikmcad.com/icode/macros.asp

You probably want to make an ifeature...but I've never done my own from scratch, and rarely use them anymore at my new job. I also rarely use the sheetmetal environment.
